Curious Question Abt Boobs

Can anyone tell me if a girl (not chubby, Virgin, and between 14-18 age) have bigger boob's than usual size of other usual girls of same age, are sexually aware, sexually active, giving one example in the below picture.

Explaining the question once again, I see many young girls with extra ordinary size of boob's, so are these girls groomed by someone, I mean जरूर कोई रगड़ता है इनको रेगुलरली, or this development is natural.
